A qualified audit opinion, turned unqualified by building the evidence before the auditors arrived.

A state-owned entity carried a qualified audit opinion. The fix was not a better explanation to the auditors — it was consolidated financial statements and an audit file that could stand on their own.

The challenge

The qualification was the symptom. The missing evidence was the problem.

The entity came to us with an audit opinion that had been qualified. That is the version of the problem the audit report shows: a paragraph in the opinion, and a list of findings management is expected to answer.

Behind the opinion sat a more practical issue. The annual financial statements had to be consolidated, and the audit file supporting them had to be complete, traceable and ready — so that every balance an auditor tested could be followed back to its source without reconstruction during the audit itself.

An audit qualification is rarely solved during the audit. It is solved in the months before, when the file is built. That is where we focused.

Stage 1–2 · Discover and Diagnose

Every BAMML engagement starts by assessing the organisation, not by proposing a solution.

The IBPS™ looks across five domains before any recommendation is made. What it finds decides the scope.

Financial Governance
Annual financial statements required consolidation to a standard that could withstand audit.
Primary focus
Workforce Governance
Not part of this engagement.
Not in scope
Risk & Compliance
Audit evidence needed to be complete and traceable before fieldwork, not assembled in response to queries.
Primary focus
Operational Performance
Not part of this engagement.
Not in scope
Executive Decision Intelligence
Management needed a reliable, audit-ready position to answer the audit and report upward.
Engaged

Domains marked Primary focus set the scope of the engagement.

The IBPS™ operating model

Six stages, in order, on every engagement.

The method does not change between clients. What changes is what each stage finds. Here is what it found here.

1

Discover

Understand the organisation's context, objectives and challenges.

In this engagement

Understand the entity, its reporting framework and the basis of the prior qualification — the starting point every later stage is measured against.

Outputs: stakeholder interviews · document review · baseline assessment

2

Diagnose

Evaluate organisational capability across the five strategic domains.

In this engagement

Trace the qualification back to its cause: where the financial statements and their supporting evidence could not yet stand on their own.

Outputs: diagnostic report · capability maturity assessment · gap analysis

3

Design

Develop integrated strategies and practical solutions.

In this engagement

Plan the consolidation of the annual financial statements and structure the audit file so that every material balance links to its support.

Outputs: strategic roadmap · governance improvements · implementation plan

4

Deliver

Implement agreed initiatives with clear accountability and milestones.

In this engagement

Consolidate the annual financial statements and prepare the audit file ahead of the audit, rather than during it.

Outputs: project plans · change support · capability development

5

Measure

Monitor outcomes through defined performance indicators.

In this engagement

The audit opinion itself is the measure: for the 2017/2018 financial period it improved from qualified to financially unqualified.

Outputs: executive dashboards · KPI reports · Board reporting

6

Improve

Review lessons learned and identify opportunities for continuous improvement.

In this engagement

The engagement continued into the following cycle, through 2019, so the standard reached could be held rather than rebuilt each year.

Outputs: improvement recommendations · updated roadmaps · governance actions

The loop closes at stage six. Every engagement ends by feeding the next one.

The outcome

Measured against where the engagement started, not against a good feeling.

What made the difference

Three principles did the work.

Governance before the audit

We did not prepare answers for audit queries. We built the file that made most of the queries unnecessary.

Evidence over explanation

A qualification is lifted by support that stands on its own, not by better narrative around the numbers.

Continuity

Staying on through the next cycle meant the improvement was held, not rebuilt from scratch the following year.
